Costa Rican. Juan Luis graduated as a public administrator with a specialization in customs management and foreign trade from the University of Costa Rica. He earned a Master’s degree in in Public Management from the International Institute of Public Administration in Paris.

Partner and director of CATRADE Consulting Group, he is also an international consultant and speaker addressing issues related to international trade and providing his services to governments, private companies and international organizations.

Juan Luis has over 22 years of experience in a variety of fields such as customs, rules of origin, economic integration and trade facilitation. 

Positions held in government:

• He served as Deputy Director General of Foreign Trade and was the Director of the Office for the Administration of International Trade Agreements (DAACI) of the Costa Rican Ministry of Foreign Trade.
• Juan Luis was chief negotiator for the free trade agreements between Costa Rica and the Dominican Republic, Chile, Panama, the CARICOM countries, Canada and the US.

In the private sector, he has worked as a customs broker and was the assistant manager of the Technical Department at the now extinct Cormar Customs Group (now DHL Costa Rica).

He is the author of numerous bulletins and opinion pieces. Among others, he has taught courses on market access, rules of origin and treaty administration at the University of Costa Rica’s School of Public Administration.
