Costa Rican. Francisco earned a Master’s degree in Economics from the University of Costa Rica

Government positions:

• He is Executive Director of Costa Rica’s Chamber of Industries and responsible for the implementation and monitoring of resolutions adopted by its Board of Directors. Francisco was Trade Intelligence Manager at the Foreign Trade Promotion Agency for eight years and also served as economic adviser to the Costa Rican Chamber of Commerce and the country’s Central Bank.
• He has been a consultant to international organizations such as the Inter-American Development Bank (IDB) and the World Health Organization (WHO).
• Francisco has taught at both public and private universities and teaches international economics at the University of Costa Rica.
